Westminster
Westminster is where Britain keeps its government, its monarch and its most industrious pickpockets, and only one of the three turns up to work every day. People do live here, mostly in rented flats wedged between a ministry and a mansion block, and they step round a coach party the way the rest of the country steps round a puddle. The whole place was built on a marshy island in a river that has since been buried, which explains a fair amount about the decisions made in it.
