Romford
Romford was moved out of Essex by an act of Parliament and has spent every year since ignoring the memo. It has held a market since the Middle Ages, and the stalls are now the sleepiest thing in town, outlasted by three shopping centres and a nightlife bigger than any other major centre in London can manage. The Elizabeth line will take you straight through the West End, though plenty of east London makes the trip the other way on a Friday night. Romford is a market town that found the bar paid better, and it has never once apologised for it.
