Dorking
Dorking has the Surrey Hills on three sides, and on the fourth a stream of cyclists in Lycra grinding up Box Hill before breakfast. It hosts an annual wife-carrying race at The Nower, yet the rowdiest thing in its history is still the Shrove Tuesday street football that magistrates began fining in 1897. The town has kept its voice down ever since, and the people who left London for it are paying for exactly that.
