Neither figure describes any individual street here, and neither is a judgement on the people living on them.
Saltash is a settled, middling, mostly owner-occupied town where the population is older than the average and turns over slowly. If you want a place where the same faces appear at the same shops for a decade, this is one of them, and if you want churn and reinvention, this quite firmly is not.
