Is Blue Bell Hill a safe area?

About as safe as the rest of the district, which makes it ordinary rather than a fortress. Crime runs roughly level with the borough. Almost nobody is out of work. Hardly anyone lives squeezed into a home too small for them. Ordinary is the honest word, and on a hilltop of detached houses, ordinary tends to surprise people.
